Research on Open Sharing Mechanism of Science and Technology Data Resources

为全面阐述目前我国科技数据资源在开放共享领域的建设及其机制研究现状,通过分析国内外科技文献资料,深入探究国内外科技数据资源的开放共享情况,从科技数据资源分布、政策法规建立健全等方面剖析当前我国在科技数据开放共享利用中存在的主要问题。最后,从共享平台建设的整体规划、法律法规健全、共享理念倡导等方面提出对未来我国科技数据资源开放共享建设研究的建议对策。

In order to fully elaborate the current situation of the construction and mechanism of scientific and technological data resources in the field of open sharing in our country, through the analysis of domestic and foreign scientific literature, in-depth exploration of the open sharing of scientific and technological data resources at home and abroad, this paper concludes that the main problems are existed in the open sharing and utilization of scientific and technological data in China from the aspects of the distribution of scientific and technological data resources, the establishment of sound policies and regulations, etc. Finally, the suggestions and countermeasures are put forward from the aspects of the overall planning of the shared platform construction, the sound laws and regulations and the concept of sharing ideas for the future research on the opening and sharing of scientific and technological resources in China.
