文化治理中的新文艺组织:现实发展与政策完善

New Literature and Arts Organizations in Cultural Governance:Realistic Development and Policy Improvement

新文艺组织作为中国特色社会主义文艺力量的重要组成部分、作为文化社会组织,逐渐成为文化市场主体的新生力量、公共文化服务的有生力量、传承优秀传统文化的社会力量、文化对外交流的补充力量。当前,从国家的角度看,政府及有关部门表现出对于新文艺组织治理的制度及平台缺失。从治理过程看,新文艺组织参与文化治理的体制、机制尚不健全。从自身自治看,新文艺组织在自我治理过程中管理缺失。在我国“一核多元、多方共治”的文化治理框架下,推动我们党对新文艺组织的领导意志转变为国家文化治理方略;转变观念,加大政府对新文艺组织、扶持、引导力度;依法治文,推动文化治理制度化、规范化、法治化;苦练内功,提升新文艺组织自治水平,协同推动文化治理现代化。

As an important part of the socialist literary and art forces with Chinese characteristics and a cultural and social organization as well,new literary and art organizations have gradually become an emerging main force in culture market,a vital force in public culture service,a social force in inheriting excellent traditional culture,and a supplementary force in international cultural exchanges.At present,from the national viewpoint,the lack of the system and the platform for the governance of new literary and art organizations is revealed in the governments and their relevant departments.From the process of governance,the institutional mechanism for new literary and art organizations participating in cultural governance is not perfect yet.From the aspect of self-government,the management of the new literary and art organizations is lacking in its process.Under the cultural governance framework of"one core with plural facets,co-governance by several parties",the Party's leadership will for new literary and art organizations should be transformed into a national strategy of cultural governance;the government's support and guidance for new literary and art organizations should be strengthened along with the changing concept;the rule of law should be carried out to promote the institutionalization,standardization and legalization of cultural governance;the internal skills should be practiced to enhance the autonomy of new literary and art organizations,in synergy with the modernization of cultural governance.
