摘要 在结合BSC的基本原理和科技创新服务平台性质的基础上,研究将平衡计分卡引入科技创新服务平台绩效评价的可行性,搭建BSC-AHP评价基本模型,并基于BSC原理从四个维度建立三级指标评价框架,同时结合层次分析法(AHP)设置各个评价指标的权重,针对性地提出一套科技创新服务平台的评价指标体系,并以此对江西省科技创新服务平台2014-2017年平台运行数据进行实证分析并得出绩效考核结果。实践表明,融合BSC和AHP对科技创新服务平台绩效评价具有很强的适用性和可操作性。 Based on the basic principle of BSC and the nature of science and technology innovation service platform, this paper analyses the feasibility of introducing BSC into the performance evaluation of science and technology innovation service platform, establishes the BSC - AHP evaluation model, and constructs a three - level index evaluation framework from four dimensions based on BSC principle. At the same time, it sets up weight of each evaluation index combined with the Analytic Hierarchy Process ( AHP). In this paper, a set of evaluation index system for the service platform of scientific and technological innovation is put forward, the operation data of the platform in Jiangxi province from 2014 to 2017 are empirically analyzed by the system, and the results of performance appraisal are obtained. Practice shows that the integration of BSC and AHP has strong applicability and maneuverability for performance evaluation of S&T innovation service platform.
