摘要
巴西渔业资源丰富,渔业发展条件优越。中巴作为金砖五国的重要成员国,渔业发展面临转型升级:中国积极拓展渔业生产空间,巴西努力改善渔业生产结构,双方寻求国际渔业合作。此外,国际社会愈发重视海洋权益,要求渔业合作制度化和规范化。基于上述研究背景,本文通过搜集大量巴西捕捞业、养殖业、水产品贸易、渔业政策法规以及双边渔业合作的相关资料,利用SWOT-PEST模型,从政治、经济、社会、技术的宏观背景下剖析中巴两国在渔业合作过程中的优势、劣势、机遇和挑战,因地制宜,提出中巴双边渔业合作的对策建议,为中巴渔业双边合作提供参考,构建健康有序的蓝色经略伙伴关系。
Brazil has superior fishery development condition are mainly attributed to the abundant fishery resources.As one of the important members of BRICS countries, China and Brazil are both facing the transformation and upgrading of fishery: China is seeking to expanding its fishing zone actively, and Brazil is striving to improve its fishery production structure.Thus, they are trying their best to find favorable international fishery cooperation.Besides, the international community pay more attention to the maritime rights and interests, and pursue institutionalization and standardizationof fishery cooperation.This paper integrated an overview of Brazilian fisheries, including the status of its capture fisheries and aquaculture industry, fisheries law and policiesand trade, applying on SWOT-PEST model to analyze the strengths, weaknesses,opportunities and challenges of China-Brazil fishery cooperation from the perspective of politics, economics, society and technology.By these researches and analysis, the paper puts forward recommendations on developing China-Brazil fishery cooperation in line with local conditions, which is intended to provide reference forbilateral cooperation of China-Brazil, to build healthy and orderly marine economy and strategy partnership.
