论欧盟的可持续发展条款——基于《欧加全面经贸协定》

On European Union’s Sustainable Development Terms——Based on CETA between Canada and the EU

欧盟可持续发展战略经历了从起步到修订完善的阶段,目前已经形成了以《欧洲2020战略》为代表的欧盟版可持续发展标准。为实现自身的可持续发展战略,并将欧盟标准推向世界,欧盟在与许多国家的自由贸易协定谈判中着力推动可持续发展条款(SD条款)的纳入。当前,欧盟与加拿大签订的《欧加全面经贸协定》被誉为欧盟"最先进的自由贸易协定",其基本反映了欧盟可持续发展条款的特点与最新发展,具有较强的研究价值。随着欧盟与中国、印度等发展中国家互动与合作的不断加强,SD条款与中国的联系愈发紧密,为了更好应对欧盟的"条款输出",中国应尝试构建自身的可持续发展条款。

The sustainable development strategy of European Union has gone through a stage from its inception to revision and improvement.At present,the sustainable development standard of the EU version represented by theEuropean 2020 Strategyhas been formed.To realize EU’s own sustainable development strategy and promote its standards to the world,the EU has been actively promoting the inclusion of the sustainable development terms(SD terms)in the negotiation of free trade agreements with many countries.Currently,CETA signed by Canada and the EU is hailed as EU’s most advanced free trade agreement,which mainly reflects features and latest developments of EU’s SD terms.Therefore,it is of great research value.With the interaction and cooperation between the EU and developing countries,such as China and India,getting strengthened,SD terms are increasingly closely related to China.In order to better cope with the export of EU’s SD terms,China should attempt to construct its own SD terms.
