民族地区乡村人民调解工作的现代转型——基于G自治区H市的经验考察

Modern Transformation of Rural People’s Mediation in Ethnic Area——Based on Investigation in H City of G Autonomous Region

当前我国民族地区乡村人民调解工作正面临着现代转型需求。以G自治区H市乡村人民调解实践为研究样本,分析转型时期H市乡村人民调解工作回应民族地区“转化型乡村社会”矛盾纠纷发展变化的特点及现实困结,提出新时代实现民族地区乡村人民调解工作的现代转型,应当从优化乡村人民调解委员会成员组织构成、提升乡村人民调解员专业化水平、创新推进乡村人民调解工作规范化建设、建立健全纠纷调解回访机制以及加强纠纷预防法治宣传等方面下功夫。

At present the work of rural people's mediation in ethnic area is confronting the need of modern transformation. Based on the research samples of rural people's mediation in H city of G autonomous region, the article analyzes the characteristics and practical difficulties when rural people's mediation of H city responds, in time of transformation, to disputes and developmental changes of " transforming rural society" in ethnic area. The article holds: to realize the modern transformation of rural people's mediation in ethnic area in new era, we should optimize the organization of rural people 's mediation committee, enhance the professional level of rural people's mediators, innovatively promote standardized construction of rural people's mediation, establish and perfect follow-up mechanism of dispute mediation, and strengthen dispute prevention and publicity of rule of law.
