This paper introduces the concept of intellectual property appraisal, analyzes the status and existing deficiencies of sci-tech novelty, and elaborates the feasibility and advantages of combination of both. Finally, this paper discusses the optimization development strategy for novelty search institutions in terms of doing a good job of traditional investigation , building a shared platform, carrying out multi-dimensional services, training of talents, increasing policy support and corporate promotion.
