International Experience of Quantitative Evaluation Indicators for Operation Status and Congestion Degree of Highway Network

采用精准数值衡量公路网运行状态及拥堵程度是公路网运行监测与管理的趋势和必然,其测算与发布对于精准地掌控路网交通运行状态、预警潜在风险、缓解及治理拥堵具有重要的决策参考价值。文章通过总结梳理欧美、日本和我国部分城市涉及路网运行和拥堵指数的发展历程和规律特点,为我国区域层面的公路路网运行拥堵指数设计与发布机制研究提供可借鉴的经验。

It is a trend and necessity to use precise numerical indicators to measure the operation status and congestion degree of highway network.Its calculation and publication have important decision-making reference value for accurately controlling the operation status of highway network,warning potential risks,alleviating and controlling congestion.By summarizing development history and characteristics of road network operation and congestion index in America,Europe,Japan and some cities in China,this paper aims to provide some useful experience for the design and research of road network operation congestion index at regional level in China.
