摘要
随着路网的日渐完善,公路发展逐渐转向养护管理,而我国相关的法规条例还未形成体系,尤其是养护造价管理相关政策不完善,养护呈现的多样性和差异性决定了研究的复杂性,阻碍了我国养护管理的深入研究。本研究通过对国内外养护管理现状的系统分析,采用混合型组织结构完善公路养护管理体系。以广东省为例,提出公路养护管理体系框架的原则,并建立广东省公路养护技术和造价管理体系框架,以期养护管理精细化、标准化和系统化,进一步提高公路养护管理效益,对推进公路养护体制改革具有一定的实践意义。
With the continuous improvement of road network,highway development has gradually turned to maintenance management,and China's relevant laws and regulations have not yet formed a system.The policies related to maintenance cost management are imperfect,and the diversity and difference of maintenance presents the complexity of studies,which has hindered the in-depth study of China's maintenance management.Through the systematic analysis of the status quo of maintenance management at home and abroad,this study adopts a hybrid organizational structure to improve the road maintenance management system.Taking Guangdong Province as an example,the principles of the road maintenance management system framework are put forward,and the framework of highway maintenance technology and cost management system in Guangdong Province is established to improve the maintenance management,standardization and systemization,further improve the efficiency of road maintenance management,and promote road maintenance,which has certain practical significance for reform of system.
