就政府投资项目而言,前期决策、设计阶段存在较大的投资控制空间。论文结合实际,深入分析超概算的主观和客观原因,并从加强前期工作、加强施工管理、提高审批效能3方面提出了相应对策,以供参考。

As far as government investment projects are concerned,there ismore space for investment control in the pre-decision and design stages.This paper analyzes the subjective and objective reasons of the over budget estimate,and puts forward corresponding countermeasures from the three aspects of strengthening the previous work,strengthening the construction management,and improving the efficiency of the examination and approval,for reference.
