摘要
武汉市武昌区粮道街办事处自2015年实施大部制改革,按照全市统一的“4+2模式”设置职能机构和内部机构。本文以粮道街办事处为个案,通过ISM模型的带入分析,对影响其职能转变的因素进行了层间分解,发现根本层为法律制度的规定和居民的多元化需求,基础层为地方政府对街道办事处的认知与创新偏好,直接层为街道办事处工作人员的编制与个人素质以及行政事务的多样性,表现层为技术支持条件和非制度因素。由此明确了街道办事处职能转变的具体路径,提出完善区街体制的顶层设计、理顺街道办事处内外关系以及引导社会力量参与基层治理等具体对策。
Liangdaojie Street Office of Wuchang District in Wuhan City has establishedits functional divisions and internal settingsin accordance with the uniform “4+2 model”of the city since the big department reform in 2015. The paper takesLiangdaojie Street Office as acase.Through the analysis of the ISM model, the factors affecting the functional transformation of the officeare decomposed into four levels. It is found that the root level is the legal system and the diversified demands of the residents;the basic level is the local government's perception of and innovation preferences for street offices;the direct level is the staffing of the office, the qualities of the staff andthe diversity of administrative affairs;the performance level is the technical supports and non-institutional factors. The study clarifies the specific path of thefunctional transformation of the sub-district office, and proposed specific measures such as improving the top-level design of the district-street system, straightening out the relationship of the inside and outside of the sub-district office, and guiding social forces to participate in grassroots governance.
