开展“三农”政策研究,要注重调查研究。调查研究是“三农”研究的思想源泉,是“三农”政策形成的重要过程。要着眼于现实重大问题,深入农业生产和农业治理第一线。采用典型调查、问卷调查、座谈会、访谈、观察法等方法,对真实事物、真实问题进行完整观察与系统思考。从点上突破,由点到面,由局部到全局进行分析。坚持深入基层、接地气、实事求是、吃苦耐劳的基本原则,调查与研究相结合,创新理论与政策研究。

Survey research is essential for policy research on the Three Rural Issues.Survey research is the source of thought for the Three Rural Issues research and an important process for the formation of the Three Rural Issues policies.We must focus on important issues in the reality and go deep into the front line of agricultural production and agricultural governance.Observe and think real problems systematically based on typical surveys,questionnaires,symposiums,interviews and observations.Break through from one point to a surface,from local sample to global analysis.Adhere to the basic principles of deepening into grassroots,seeking truth from facts and hardworking,make innovative progress on theoretical and policy research by combing field survey and theoretical research.
