摘要
从非期望产出角度运用SBM模型测算2006—2016年中国环境治理效率的静态水平,结合Malmquist生产率指数对中国环境治理动态变化趋势分析。结果表明:(1)2006—2016年中国环境效率均值处于0.6~0.8,呈现波动状态;(2)中国各省份环境效率主要为高效率和较高效率,较低效率和低效率较少;(3)中国环境效率值高的省份主要分布在东部地区,较高环境效率的省份主要分布在中部地区,西部地区的环境效率值普遍偏低;(4)从全要素生产率来看,中国总体上呈现上升的趋势,主要受技术进步的影响。最后,本文构建Tobit模型,分析其影响因素,为提升环境治理效率提供可行的建议。
In this work,we report the result of using the SBM method to measure the environmental performance static level of Chinese environmental efficiency from 2006 to 2016,and combine with Malmquist productivity index to inspect the tendency of the intertemporal dynamic change of Chinese environmental efficiency.Our research results show the followings.(1) The average value of Chinses environmental efficiency exhibits a state of volatility between 0.6 to 0.8 from 2006 to 2016.(2) The environmental efficiency of all provinces in China is mainly higher efficiency and high efficiency,and the number of low efficiency and lower efficiency provinces is small.(3) The provinces with higher environmental efficiency values in China are mainly located in the eastern region.The provinces with high environmental efficiency values are mainly distributed in the central region.The rest is located in the western region.(4) In terms of the total factor productivity,China displays an upward trend due to the technological progress and technical efficiency.Finally,we discussed the corresponding influencing factors,and then utilized Tobit regression analysis to examine the factors affecting Chinese environmental efficiency.Put together,our present work could provide theoretical support and analytical measures for the future sustainable development.
