包容性发展的共建共享路径探索——以江苏省精准扶贫为例

包容性发展是中国与世界的共同主题,其本质要义在于立足穷人、关注民生。“使全体人民在共建共享发展中有更多获得感”是时代赋予中国共产党的神圣使命。包容性发展的要旨在于共建共享,二者在发展理念、价值原则、路径设计等方面高度契合。为了推进全省共同发展、加快现代化进程,江苏省积极推进包容性扶贫开发模式,其思想内涵、发展特色就是共建共享。其发展路径在于:抬高收入底线,拉长补高帮扶短板,让人民更多分享经济发展成果;重点聚焦,保障有效供给,为苏北农村及贫困集中连片区提供更加公平和更可持续的制度保障;加强组织领导,构建扶贫合力。包容性发展具备了较高的共建能力和共享水平。

Inclusive development is the common theme of China and the world. Its essential meaning is to stand on the poor and pay attention to people’s livelihood. The purpose of inclusive development is to build and share, and the two are highly compatible in terms of development concepts, value principles, and path design. In order to promote the province’s common development and speed up the modernization process, Jiangsu Province actively promotes the inclusive poverty alleviation development model. Its ideological connotation and development characteristics are co-construction and sharing. The inclusive development path of the construction and sharing of precision poverty alleviation in Jiangsu Province lies in: Raise the bottom line of income, lengthen the heights and help the short board, let the people share more economic development results;Focusing on ensuring effective supply and providing a fairer and more sustainable institutional guarantee for rural areas and poverty-stricken areas in northern Jiangsu;Strengthen organizational leadership, build a combination of poverty alleviation, and inclusive development has a high level of co-construction and sharing.
