如何提升地方政府产业扶贫的开发质量——基于社会资本的理论视角

How to Improve the Quality of Industrial Poverty Alleviation by Local Governments——Based on the Theoretical Perspective of Social Capital

提升地方政府产业扶贫的开发质量对实现产业兴旺的乡村振兴战略目标有重要意义。开发质量是指地方政府支持扶贫企业、科研院校和农户等主体合作开发的扶贫产业的发展稳定性和扶贫有效性。本文基于社会资本理论,以地方政府支持开发扶贫产业的方式为研究碍,将其区分为专业协会型、龙头企业型和放任自由型等三种开发方式探究地方政府产业扶贫开发方式对社会资本积累,以及社会资本积累对开发质量的影响方式和程度。研究发现,专业协会型开发方式最有利于积累社会资本”龙头企业型次之;社会资本越丰富,越有利于提升扶贫产业的开发质量。

It is of great significance to improve the development quality of local govemment's industrial poverty alleviation to achieve the strategic goal of rural revitalization of industrial prosperity.Development quality refers to the stability and effectiveness of poverty-alleviation industries jointly developed by enterprises,scientific research institutions and peasant households that are supported by local governments.Dased on the theory of social capital,in order to support the development of local government poverty alleviation industry as the research object,its type is divided into professional association,bibcock enterprise and laissez-faire type three kind of development mode,explore the industrial way of poverty alleviation and development of local government on social capital accumulation,and the accumulation of social capital and the degree of impact on the quality of development way.It is found that the professional association development is the most conducive to the accumulation of social capital,followed by the leading enterprise development;The richer the social capital,the more conducive to improving the quality of poverty alleviation industry development.
