从碎片化到全过程治理——大都市区社区服务设施供给模式及优化研究

From Fragmentation to Whole Process Governance: Community Service Facilities Provision and Improvement in Metropolitan Area

我国快速大都市区化推动城乡空间格局剧变和人口非均衡聚集,致使当前社区设施供给中的碎片化问题突出,对均衡化社区服务设施的传统供给模式形成挑战。文章基于全过程治理视角,解析社区服务设施“供给需求链”,将治理融入供需全过程。通过系统识别供给过程环节构成,建构以供给方式、空间配置和运营管控三个阶段和多个环节为核心的都市区社区服务设施全过程治理框架,进而结合常州南部新城的案例解析,围绕“表达引导、沟通优化、反馈-修正”全过程治理目标,从需求治理、流程治理和运营治理三个层次探讨供给模式及优化策略。

Metropolitan area development has resulted in urban rural spatial change and population redistribution, and henceforth fragmentation of community service facilities. From whole process governance viewpoint, the paper analyzes demand-supply chain of community service and integrates governance with the whole process. It establishes a whole process governance framework composed by three key phases: provision mode, spatial con figuration, and operation control. With Changzhou new town as an example, the paper centers on “expression-guidance, communication-optimization, feedback-revision” whole process governance, and discusses community service provision mode and improvement from governance of need, process, and operation.
