Theory, Obstacles and Solutions of the Access of Private Medical Institutions

目的总结社会办医疗机构准入的核心障碍,为社会办医的发展提供建议。方法数据收集采用政策文献综述、现场调研、关键知情人访谈,分析方法采用逻辑归纳演绎、成本理论、典型案例研究等。结果在医疗服务体系中,社会办医起到公立医疗机构的补充作用。在落实社会办医政策时,政府部门担忧过度竞争、监管困难,导致不敢准入,形成社会办医疗机构准入上的核心障碍。针对过度竞争,应当划分本地区社会办医禁入领域和准入领域,引导社会资本有序投入。针对监管困难,应当引入第三方监管力量加强信息化监管。结论案例实证证明社会办医的理论框架能够应用于地方实践的总结和指导。

Objective To summarize the core obstacles of the access of private medical institutions (PMIs) and to provide suggestions for the development of PMIs.Methods Data collection was carried out using policy literature review,onsite investigation,interviews with key informants.And analytical methods included logical induction & deduction,cost theory and case studies.Results In health care service system,PMIs play a complementary role to public medical institutions.When implementing policies related to PMIs,the government is worried about excessive competition and difficulties in supervision,which may lead to reluctance and obstacles in the access of PMIs.In view of excessive competition,it is necessary to release access list to guide input of social capital.In response to regulatory difficulties,third-party regulatory forces should be introduced to strengthen digital supervision.Conclusion The case empirically proves that the theoretical framework of PMIs can be applied to summarize and guide local practice.
