区域经济复原力：国外研究及对中国老工业基地振兴的启示

Regional Economic Resilience: Foreign Studies and Implications for the Revitalization of China’s Old Industrial Bases

为确保受冲击后区域经济及时恢复和良好发展,提升区域经济复原力逐渐成为新的区域政策目标。尤其对老工业基地而言,复原力为其振兴提供了新的思路。由于当前区域经济复原力理论研究落后于政策需要,该目标和思路超前于对区域经济复原力基本概念的理解。国外已有研究成果倾向于从演化的角度界定区域经济复原力,并随着区域经济复原力理论框架和经验研究的完善,充分探讨了复原力差异的主要来源。除内部分异外,外部环境也是复原力区域差异的重要成因。将区域经济复原力理论运用于政策分析时,国外政策导向强调中央政府和地方政府在复原力培育中的积极作用,中国应将国外复原力政策经验与复原力差异来源相结合,探索具有中国特色的老工业基地振兴路径。

In order to ensure timely recovery and good development of the regional economy after the crisis, improving regional economic resilience has gradually become a new regional policy goal. Especially for the old industrial base, resilience provides new ideas for its revitalization. Since the current regional economic resilience theory research lags behind policy needs, the goal and ideas are ahead of the understanding of the basic concepts of regional economic resilience. The existing research results abroad tend to define the regional economic resilience from the perspective of evolution, and with the improvement of the theoretical framework and empirical research of regional economic resilience, the main sources of resilience differences are fully explored. In addition to internal differences, the external environment is also an important cause of regional differences in resilience. When applying regional economic resilience theory to policy analysis, foreign policy orientation emphasizes the positive role of central government and local government in the cultivation of resilience. China should combine foreign resilience policy experience and sources of resilience differences to explore the revitalization path of the old industrial base with Chinese characteristics.
