产业结构升级视角下创新驱动发展战略的适用性研究——基于中国四大板块经济区面板数据的实证分析

Research on the Applicability of Innovation-Driven Development Strategy from the Perspective of Industrial Structure Upgrading——An Empirical Analysis based on Panel Data of China’s Four Major Economic Zones

本文使用1996-2017年中国30个省际面板数据,通过多元回归模型分析,考察了中国四大板块经济区的技术进步对产业结构升级的影响及其差异性,研究发现:(1)从全国层面来看,技术进步与产业结构升级之间呈现显著的正相关关系,资本和劳动力投入对产业结构升级的影响显著为正;(2)从区域层面来看,技术进步对东部和东北部地区产业结构升级具有显著的正向推动作用,创新驱动发展战略更适用于东部和东北部,但在全国范围内仍可以区别不同情况去贯彻实施;(3)中国四大板块经济区要素禀赋不同,产业结构升级路径具有相对特殊性。其中东、中、西部地区的资本投入和产业结构升级之间均具有显著的正相关关系,而劳动力投入在东部地区表现为正向显著,东北部地区为负向显著,中、西部地区表现为不显著。本文最后结合中国四大板块经济区独特的要素禀赋状况,提出了促进区域产业结构升级的相关政策建议。

Using 30 provincial panel data from 1996 to 2017, this paper analyzes the impact of technical progress on the upgrading of industrial structure and its differences in China's four major economic zones through multiple regression model analysis. The study shows:(l)At the national level, there is a significant positive correlation between technical progress and industrial structure upgrading. The impact of capital and labor input on industrial structure upgrading is significantly positive.(2) At the regional level, technical advances have a significant positive impact on industrial structure upgrading in the eastern and northeastern regions, and innovation-driven development strategies are more applicable in the eastern and northeastern regions. But it can still be implemented across the country, depending on the different situations.(3) China's four major economic zones' factor endowments are different, the industrial structure upgrading path has the relative particularity. Among them, the capital input and industrial structure upgrading in eastern, central and western regions have significant positive correlation, while the labor input is positively significant in the eastern region, negatively significant in the northeast, not significant in the western and middle regions. In the end, combining the unique factor endowment status of China's four major economic zones, this paper put forwards some policy suggestions to promote in dustrial structure upgrading.
