摘要 对十八大以来五年期间党和国家行政机关发布的一系列科教政策文本进行系统分析,既是系统了解把握党和国家相关治理方针及布局导向的绝佳观测“窗口”,亦是拓展相关研究理论深度和实践广度的重要参考。运用文献量化与知识谱图相结合的方法,以党的十八大以来五年期间国家党政权威部门颁布的69件科教政策文本为研究对象,进行文献外部属性和文本内容特征分析。研究发现十八大以来党政决策部门科教政策发文规模上升态势显著,但针对性举措有待强化;国家科教政策围绕创新驱动,逐年细化科技制度改革、万众创新、成果转化、义务教育等方面政策,但重点领域的具体落实措施方面的政策仍旧缺乏。 A systematic analysis of a series of science and education policy texts issued by the party and state administrative organs in the past five years since the 18th National Congress is not only an excellent observation window for understanding and grasping the relevant policies and layout orientation of the party and the state, and also an important reference for expanding the depth of relevant research theory and the breadth of practice. Using the method of literature quantitative research and knowledge spectrum, taking 69 texts of science and education policies promulgated by the party and government authorities in the 5 years since the 18th National Congress as the research object, the external attributes of the literature and the characteristics of the text content analysis. The study found that the scale of science and education policies issues by the party and government decision-making departments have seen a significant increase since the 18th National Congress, but the targeted measures need to be strengthened. The national science and education policies are driven by innovation, and refine policies on science and technology system reform, mass innovation, achievement transformation, and compulsory education every year, but policies on specific implementation measures in key areas are still lacking.
