关于做好城市轨道交通工程监督管理工作的经验

Experience in the Supervision and Administration of Urban Rail Transit Works

重点论述行政主管部门及监督站对佛山市南海区在建城市轨道交通工程项目的监督管理工作,监管工作面临监督专业技术人员短缺、涵盖专业种类多、建设报批手续不齐全、安全风险大、监管工作繁杂等难题,通过提前制定规章制度及验收标准,建立监督管理标准化,灵活运用并优化检查机制、风险源排查机制、风险源管控和预防机制、演练培训机制,规范监督执法、提升监督效能、完善风险控制机制,保障了监督管理工作的顺利开展,并提出后续监管的重点工作计划,以及对未来工作整改建议。

This article focuses on the supervision and management of the urban rail transit project under construction in Nanhai District of Foshan city by the administrative department of construction and the supervision station. Supervision is faced with problems such as shortage of specialized technical personnel for supervision,large variety of specialties,incomplete construction approval procedures,high safety risks,and complicated supervision. We have flexibly applied and optimized the inspection mechanism,the risk source screening mechanism,the risk source control and prevention mechanism,and the exercise training mechanism,standardized supervision over law enforcement,improved the effectiveness of supervision, improved the risk control mechanism,and ensured the smooth development of supervision and management, and put forward the key work plan of the follow-up supervision,as well as to the future work rectification recommendations.
