论我国新时代国土空间规划的建设与展望

On the construction and prospect of land spatial planning in the new era in China

新中国成立以来,各级各类空间规划在支撑国民经济社会和城镇化快速发展、促进国土空间有效保护和合理利用等方面均发挥了积极作用。但是由于各类规划长期处于分部门割裂管理,造成规划类型过多、甚至内容重叠冲突,并且存在审批周期长,规划修改频繁缺少权威性等问题。在以习近平新时代特色社会主义思想的指导下,须要以推进生态文明建设和建设美丽中国为指导理念的新规划,新时代赋予了国土空间规划新的历史使命。本文在论述我国国土空间规划产生的历史机遇和国土空间规划的基本特征基础上,展望国土空间规划的建设内容。

Since People's Republic of China establishment,various types of territorial plan have played an active role in supporting the rapid development of social economy and urbanization,promoting the rational use of land and space,and effective protection.However,there are too many types of territorial plan,overlapping content conflicts,complicated approval process,long cycle,and local territorial plan change fast.In the new era,it is necessary to adopt a new plan guided by the promotion of ecological civilization and the construction of a beautiful Chinese concept.The era has given the new historical mission of Territorial plan of national land.Based on the historical opportunities in China's territorial plan of national land and the basic characteristics of Territorial plan of national land,this paper proposes the construction goals of Territorial plan of national land.
