新型城镇化与乡村振兴的战略耦合机制研究

乡村与城镇是不可分割的,有着相互促进的作用,两者之间的关联紧密,因此,构建耦合机制可行且必要.基于当前现状,构建了新型城镇化与乡村振兴之间的耦合机制:基于当前的现况:城镇化面临着缺乏土地和资源利用不合理的情况,这对城镇化进程造成了严重的阻碍;而乡村振兴则面临着城镇与乡村之间的体制存在严重的壁垒以及资源的短缺和利用不合理,这些问题的存在也导致乡村振兴不能够实现战略发展.但新型城镇化与乡村振兴之间存在内在逻辑的关联性,为解决战略进程中的问题、实现乡村和城镇的协同治理提供了条件.一方面,新型城镇化是乡村振兴的助推器,其关键在于通过促进城乡资源要素自由流动、合理配置,引导人才、资源、技术等延伸至农村,补足农村经济社会发展的短板,推动乡村发展与全面振兴;另一方面,乡村振兴战略为解决新型城镇化推进过程中所面临的"大城市病"、环境问题等提供了重要途径.

Rural and urban areas are inseparable and promote each other,and the relationship between them is close.Therefore,it is feasible and necessary to construct coupling mechanism.Based on the current situation,this paper constructs a new coupling mechanism between urbanization and rural revitalization: based on the current situation: urbanization is faced with the lack of land and unreasonable use of resources,which has caused serious obstacles to the process of urbanization;However,rural revitalization is faced with serious barriers to the system between cities and villages,as well as the shortage and unreasonable utilization of resources.These problems also lead to the lack of strategic development of rural revitalization.But New urbanization and Rural Revitalization There is an inherent logical relationship between them,which provides conditions for solving the problems in the strategic process andrealizing the coordinated governance of rural and urban areas.On the one hand,the new urbanization is the booster of rural revitalization,the key of which lies in promoting the free flow of urban and rural resource elements,rational allocation,guiding talent,resources,technology and so on to extend to the countryside,making up for the shortcomings of rural economic and social development,and promoting rural development and all-round revitalization;On the other hand,the strategy of rural revitalizationprovides an important way to solve the "big city disease"and environmental problems in the process of promoting new urbanization.
