高校贫困生资助政策与可持续性研究

Research on the Policy and Sustainability of College Students’ Financial Aid

通过对高校贫困生资助政策发展历程的分析,总结资助政策在实施过程中存在的主要问题,并针对这些具体问题,分别从全方位实施助学贷款,将还款划分到法律程序;合理调整助学金比重,促进帮困和助学的统一;科学分配助学各岗位,避免"等靠"思想意识出现;强化贫困生政治引导,体现资助政策育人作用等方面,提出了高校贫困生资助政策可持续性发展的有效路径,以期健全助学贷款体制,提高贫困生资助政策的育人实效性,真正解决广大贫困生的难题。

This paper summarizes the main problems in the implementation of the subsidy policy through the analysis of the development process of the financial aid policy for poor students in colleges and universities.In response to these specific problems,we will implement the student loans from all aspects,and divide the repayment into legal procedures;rationally adjust the proportion of student grant,and promote the unity of relieving poverty and helping students;scientifically allocate part-time jobs to help students avoid their overdependence and strengthen the political guidance of poor students,and reflect the role of funding policy in cultivating students.This paper puts forward an effective path for the sustainable development of poverty-stricken students’funding policies in order to improve the student loan system,enhance the effectiveness of the education policy for poor students,and truly solve the problems of the poor students.
