This paper firstly introduces the application and harm of phthalate Secondly, it analyzes the situation of EU children's toy products recalled or detained due to chemical hazards of phthalate, and the main technical barriers to trade (TBT)and the latest situations in Europe and America. Lastly, it puts forward the suggestions on the TBT from the government, testing institutions and enterprises to address technical trade measures for phthalates.
