摘要
国家“双一流”建设方案的颁布打破了长期以来形成的资源分配模式,为各级各类高校发展指明了新的道路:高校学科发展从大而全的综合发展模式转向特色一流模式。学科是大学发展的核心因素,地方高校在学科建设的道路上要坚持知识生产和社会实践的双重逻辑,认识到知识、制度以及人才对学科发展的重要性。地方高校学科建设面临整体水平偏低、团队力量薄弱、科研条件差、研究方向趋同、科研成果评价机制不健全等问题。但同时西部地方高校在新的环境下有突围的可行性,主要可以从知识创新、制度创新、整合人才、优化科研环境、实施学科错位发展、改革评价机制等方面进行。
The promulgation of the national“double-first-class”construction program has broken the long-formed resources allocation pattern,which points out a new way for the development of all kinds of universities at all levels,especially the local universities.The first-class pattern is different from the large and comprehensive development pattern in the past.Discipline is the core factor of university development.Local universities should follow the dual logic of knowledge production and social practice on the road of discipline construction,and realize the importance of knowledge,institution and talents to discipline development.The discipline construction of local colleges and universities are faced with low overall level,weak team strength,poor scientific research conditions,convergence of research directions,and imperfect evaluation mechanism of scientific research achievements.But at the same time,local colleges and universities have the feasibility to make progress in the new environment,such as attaching importance to knowledge innovation,pattern innovation,integration of talents,optimizing scientific research environment,avoiding the common problem of repetition research,reforming of evaluation mechanism.
