关于形成具有国际竞争力的人才培养制度优势的思考

Reflection on Constructing the Institutional Advantage in Cultivating Talent with International Competitiveness

当前加快形成具有国际竞争力的人才培养制度,任重而紧迫。人才对GDP贡献率低、老龄化社会加速到来、高端人才严重匮乏、富裕阶层和知识精英移民海外、转型升级迫在眉睫等现象,都充分说明,中国面临严峻的人才形势与挑战。加快形成具有国际竞争力的人才制度优势,将是我国未来十几年人才工作最具根本性的战略任务。基于以上背景,本文重点分析了加快形成具有国际竞争力的人才培养制度优势的重要性和必要性,梳理了发达国家和地区人才培养制度的主要特征,讨论了若干需要关注的重点问题及相关建议。

It is urgent to speed up the formation of an internationally competitive talent training system.The low talent contribution rate to GDP,the sooner-than-ever arrival of the aging society,the severe shortage of high-end talents,the emigration of wealthy and intellectual elites,and the imminent needs for transformation and upgrading all fully illustrate the severe talent situation and challenges.It will be the most fundamental strategic task for China’s talent work in the next decade.Therefore,this paper mainly analyzes the importance and necessity of speeding up the institutional advantage in cultivating talents with international competitiveness,sorts out the main characteristics of the talents training system in developed countries and regions,and discusses some key issues that need to be paid attention to and some suggestions as well.
