Summary and Implications of EPO Annual Report 2018

2019年3月,欧洲专利局(EPO)公布了《2018年度报告》(以下简称《报告》),其统计了2018年世界各国向EPO申请专利数量的情况。《报告》显示,2018年,全球主要国家和地区向EPO提交的专利申请量均有所增加,韩国向EPO提交的专利申请量增长较快;自动驾驶等新技术领域的专利申请量突增。《报告》反映了2018年中国向EPO提交的专利申请量增速放缓,中国在医药技术、自动驾驶(SDVs)、人工智能和区块链等领域向EPO提交专利申请的数量还非常少。这说明,一方面技术的发明创造需要一定时间的技术积累,中国专利申请量增速减缓可能与专利申请资助政策的调整有关;另一方面我国应当有重点地研发自动驾驶、AI、区块链技术,并及时向国内及其他国家申请专利。

In March 2019,the European Patent Office(EPO)published its Annual Report 2018(hereinafter referred to as the Report),which counted the number of patents applied to EPO by countries around the world in 2018.The Report shows that patent applications fi led by major countries and regions to EPO increased in 2018.South Korea's patent fi lings to EPO are growing fast.Patent applications for new technologies such as autonomous driving have soared.The Report refl ects a slowdown in the number of patent applications fi led to EPO in China in 2018.The number of patent applications fi led to EPO in areas such as medical technology,autonomous driving(SDVs),artifi cial intelligence and blockchain is still very small.This shows that,on the one hand,the invention and creation of technology need a certain time to accumulate technology,and the slowdown in the growth of China's patent application may be related to the adjustment of patent application subsidy policy.On the other hand,China should focus on the research and development of self-driving,AI,blockchain technology,and timely apply for patents to China and other countries.
