企业专利导航服务对策研究——以大连市为例

Studying of Patent Navigation Service Countermeasure——Taking Dalian as an Example

企业专利导航是专利信息运用工作的重要一环,开展企业专利导航工作有助于提升企业自主创新能力,提高核心竞争力,发挥专利信息在新旧动能转换中的保障作用,为产业结构转型升级提供重要支撑。自2016年国家知识产权局深入推广实施企业专利导航工程以来,大连市也于2018年开始实施企业专利导航项目工作,取得了一定的成绩。笔者在国内企业专利导航调研、服务过程期间,发现了一些关于专利导航运用工作中亟需解决的问题。本文重点以大连市为例,分析了当前在开展企业专利导航服务工作中存在的突出问题,提出了今后企业专利导航服务的工作对策,旨在促进大连市企业专利导航服务工作水平不断提升。

Enterprise patent navigation is the important procedure in application of patent information.Developing enterprise patent navigation helps to improve enterprises'autonomous innovation capacity,and improves core-competitiveness,which can play a part in new and old kinetic energy conversion and guarantee transformation and upgrading of industrial structure.From 2016 till now,National Intellectual Property Administration has vigorously promoted enterprise patent navigation project.It has been also expanded in Dalian from 2018,and made some achievements.The author who works in this area fi nds some urgent problems which need to be solved during his investigate and survey of enterprise patent navigation.This paper takes Dalian as a main example analyzing prominent problems when operating the service work of enterprise patent navigation,and proposes suggestions for those problems.The objective is to promote the service level improvement in Dalian enterprise patent navigation project.
