The paper introduces the major functions and core elements of characteristic towns and analyzes the influencing factors of the construction of characteristic towns.Based on the related statistics,an analysis of the poverty situation of Youlougou in Zhangbei County is made.By means of survey and interview,the paper makes a study on the development status and characteristic resources of Youlougou,and analyzes the influencing factors,the practical option and the detailed measures for the construction of characteristic ecological towns.
