我国体育特色小镇发展的问题与对策研究

Analysis on the Problems and Countermeasures of the Development of Towns with Sports Characteristics in China

体育特色小镇是助力新型城镇化和健康中国建设的新尝试,是在国家经济转型升级、积极发展体育产业背景下的全新经济形态。国家相关部委陆续出台政策文件,支持、鼓励创建发展体育特色小镇建设工作,并在全国范围内广泛开展起来。研究认为,我国体育特色小镇建设应注意四个方面的问题:(1)政府职责不明晰,各方利益无法保障;(2)统筹与规划设计不周密,体育小镇发展受限制;(3)缺乏体育内容,小镇特色不鲜明;(4)运营管理效能低下,经济效益不理想。对中国体育特色小镇建设和发展的建议如下:明晰政府职责、做好体育小镇顶层设计、突出体育小镇核心内容、引进专业的运营管理团队。

Developing the towns with sports characteristics is a new attempt to promote the "New Urbanization" and "Healthy China" initiatives,and a new economic form under the background of national economic restructuring and active development of sports industry.Relevant ministries and commissions in China have issued policy documents to support and encourage the construction of towns with sports characteristics,which have been widely developed nationwide.Four major problems with regard to the construction of towns with sports characteristics in China have been identified in this research:1 ) the government's responsibilities are not clear,and the interests of all parties cannot be guaranteed;2 ) the planning and designs are not well - considered,restricting the development of these towns;3 ) the sports towns do not have enough attractive features;4) the efficiency of operation and management is low,without ideal economic benefits.It is proposed to clarify the responsibilities of various levels of governments,to make a sound top 一 level design for the towns with sports characteristics,to highlight the core contents of these towns,and to introduce professional operation and management teams.
