文化型特色小镇的建设困境与发展策略——以邯郸天台山镇为例

Construction Dilemma and Development Strategy of Cultural Characteristic Town——A Case of Tiantaishan Town in Handan

全国特色小镇中以文化型小镇居多,在建设过程中存在文化遗产损坏严重、项目建设资金短缺、人才人力不足和产业形成缓慢等问题,从而使当地陷入发展困境。本文以邯郸天台山小镇为例,在分析其资源条件和发展现状的基础上,提出优先开发非物质文化遗产,建立高等级协调机构、培育引进专家人才,采取专项资金+PPP+集资+产业反哺的融资模式,优先发展本土强势产业、打造文旅产业体系等发展策略,争取为当地解决实际问题提供思路,促进特色小镇加速创建。

Cultural towns are the majority of national characteristic towns. During the process of construction, there are some problems such as serious damage to cultural heritage, shortage of project construction funds, shortage of talents and manpower, and slow formation of industries,etc., which make the local fall into development dilemma. Taking Tiantaishan town as an example, this paper takes the analysis of its resource conditions and development status as basis, and makes the following suggestions: develop intangible cultural heritage preferentially, establish super coordinating body, cultivate and introduce experts, adopt a variety of financing models such as special fund, PPP, raise money, industry feedback, develop local strong industry preferentially, build the tour industry system,etc. so as to provide ideas for solving practical problems and promote accelerated construction of characteristic town.
