摘要
文章选取来自国家林业和草原局4个定点扶贫县及1个革命老区县脱贫攻坚一线的108位林业草原干部职工,通过座谈和一对一访谈的形式,从个人基本情况、对扶贫工作的认知和完成情况、工作和生活中遇到的困难和问题、思想政治及基层党组织力建设情况以及对扶贫工作的希望和建议5个方面,研究分析他们的思想认识、价值观念、工作作风、工作纪律等思想动态。大多数干部职工对脱贫攻坚的思想认识到位、能力达标、作风优良.贫困群众满意度较高。但也存在工作条件差,任务重、矛盾多,个别干部认识有偏差等问题。提出统一思想、表彰先进、建立扶贫干部权益保障机制、创新党建工作方法、完善干部考核评价机制,建立脱贫攻坚重大决策和脱贫效果评估机制等针对性政策建议。
This paper selected 108 forestry and grassland cadres working on poverty alleviation front line from four designated poverty alleviation counties of the National Forestry and Grassland Administration and an old revolutionary base county. Through seminars and face to face interviews, from the aspect of personal information, cognition and completion of poverty alleviation work, problems and difficulties in jobs and daily life, construction of ideological and local Party organizations as well as expectations and suggestions to poverty alleviation task, to analyze their ideological trends on cognition, values, work style, work discipline, etc. Most cadres and workers have realized the importance of this task, and their ability met the standard and their work was so excellent that reached the poor people’s satisfaction. However, there were also problems such as poor working conditions, heavy tasks, contradictions, and very few cadres had misunderstandings of this task. Suggestions in terms of these problems have been brought out as follows: unifying thoughts, commending outstanding individuals, establishing a mechanism for safeguarding the rights of poverty alleviation cadres, innovating Party work methods, improving the mechanism of cadres’ assessment and evaluation as well as the mechanism for important decision making and result assessment on poverty alleviation.
