Seeking Local Governance of Public Space Construction

有效的基层治理离不开有效的公共空间建构。作为基层治理各类主体相互交往的物理空间,以及在这种物理空间中所开展的公共活动,公共空间在基层治理中发挥着日益重要的作用,既能为基层治理提供所需的基本物理条件,也能为基层治理奠定行动的基础。在当前基层治理中,公共空间面临公共物理空间被侵占、公共参与严重不足、公共产品供给困难等诸多问题。公共空间建构需要解决"谁在建构公共空间、建构什么样的公共空间、治理公共空间中的什么问题"等基本问题,应从坚持民本导向、培育公共精神、倡导政府主导多元参与、寻求技术创新等多方面进行考量。

Effective local governance cannot be separated from effective public space construction.As the physical space of local governance and the public activities carried out in this physical space,public space plays an increasingly important role in local governance,which can not only provide basic physical conditions for local governance,but also lay the foundation of action for local governance.In the current local governance,public space is facing many problems.In fact,the construction of public space is to solve such basic problems as"who is building public space,what kind of public space should be constructed,and what problems should be governed in public space",which need to be considered from persisting in peoplecentered orientation,fostering public spirit,advocating government-led pluralistic participation,seeking technological innovation and so on.
