摘要
伴随着中国电影市场化的全面改革,国有电影企业经历着从国有文化事业体制向自负盈亏的准市场化体制再到完全的企业体制的艰难转型。国有电影企业在改革浪潮中已形成三个阶梯并存的格局,来自体制、机制、管理、运营四方面的障碍是制约与影响改革效果的原因。国有电影企业改革的关键是需要多部门、全方位的协同、参与,最大限度释放与激发企业活力,使其拥有改革发展自主权,继续担当主流电影文化引领者与电影发展领跑者。
With the overall reform of Chinese film marketization,the state-owned film enterprises are experiencing a difficult transition from the stateowned cultural undertaking system to the quasi-market system,in which enterprises take full responsibilities for its own profits and losses,and then to the complete enterprise system.In the wave of reform,the coexistence of state-owned film enterprises of these three levels has been formed.Obstacles to the reform are from aspects of system,mechanism,management and operation.The key to the reform of state-owned film enterprises are the cooperation and participation of all sectors that endeavor to maximize the vitality of enterprises,to raise their autonomy of reform and development,and to enable them to lead the mainstream film culture and film development.
