内蒙古赤峰市县级蒙中医院卫生资源配置公平性及其空间极化分析

Analysis on the Equity and Spatial Polarization of Health Resource Allocation of County-Level Mongolian-Chinese Traditional Hospitals in Chifeng, Inner Mongolia

目的:分析内蒙古赤峰市2014—2017年县级蒙中医院卫生资源配置公平性及空间极化情况,为卫生行政部门制定政策提供相应依据。方法:对内蒙古赤峰市市2014—2017年县级蒙中医院卫生资源配置进行描述。运用基尼系数分析该市县级蒙中医院卫生资源配置公平程度及变化趋势;运用崔王指数分析该地2014—2017年卫生资源空间极化分布情况。结果:该市旗县级蒙中医院资源物力、财力配置的公平性优于人力资源的配置;同时发现该市某县(旗)蒙中医院卫生资源配置远低于其他各县(旗)。根据崔王指数结果发现,财政拨款、助理执业医师、以及注册护士数的崔王指数较高,空间极化程度高。结论:按照人口、地理和GDP比例或加权计算的基尼系数都反映该市县级蒙中医院助理执业医师配置公平性有待提高;卫生资源配置的空间分布有待提高。

Objective:To analyze the situation of equity and spatial polarization of health resource allocation in the county Mongolian-Chinese Traditional Hospital of Chifeng in Inner Mongolia from 2014 to 2017 to provide corresponding basis for the health administrative department to make policies.Methods:It described the health resource allocation in the county hospital of Chifeng in Inner Mongolia from 2014 to 2017.Cini Coefficient was applied to acquire the equity degree of allocation and variation trend about the health resources allocation in county-level Mongolian-Chinese traditional hospitals of Chifeng;Tsui-Wang index was used to analyze the distribution of spatial polarization of health resource in Chifeng from 2014 to 2017.Results:The equity of material resource and financial resource allocation in Mongolia-Chinese traditional hospitals of Chifeng was superior to that of human resource allocation.Meanwhile,it also found that the health resource allocation of Mongolia-Chinese traditional hospitals in a certain county of Chifeng was far below than other counties.According to the result of TW index,it found that the TW index in government grant and the number of assistant medical practitioner and registered nurse was comparatively high with high spatial polarization.Conclusion:According to the population,geography,GDP proportion and Gini Coefficient calculated by weighting reflected that the fairness of assistant medical practitioner’s allocation in county-level Mongolia-Chinese traditional hospitals of Chifeng needed to be improved.The spatial allocation of health resource allocation still needed to be improved.
