摘要
公务员薪酬制度是公共部门人力资源研究的重点。宽带薪酬在国外兴起以来,已经得到越来越多公共部门的关注和尝试。实践证明,科学设计的宽带薪酬能够有效引导基层公务员重视个人技能增长和能力提高,提升公务员工资制度的公平性,化解公务员内部矛盾,促使岗位交流更为顺畅。但是,宽带薪酬在公务员薪酬体系中的运用也需要构建一些条件,比如完整的绩效信息系统,完善绩效考核评价体系和扁平化的公务员组织。
The system of civil servants’ salary is the key research for public sector human resources. Since it is widely used abroad, broadbanding has been attracted more and more attention and attempt by the public sector. Experience has proved that the scientific design of broadbanding can effectively guide grass-roots civil servants to pay attention to the growth of personal skills and improve their ability, enhance the fairness of civil servants’ salary system, resolve the internal contradictions of civil servants, and promote the smooth exchange of posts. However, some conditions also need to be constructed in the application of broadbanding in civil service, such as complete performance information system, perfect performance appraisal system and flat civil servant organization.
