The Status Quo,Reform Direction and Policy Implications of Agricultural R&D Public Investment in High-income Countries

为更好的刻画高收入国家农业研发公共投资现状及其改革方向,本文对高收入国家农业研发公共支出的必要性及其作用进行了阐述;对其投资现状及问题进行梳理,对其投资政策和体系的改革方向进行分析;最后,在总结高收入国家在农业研发投资领域政策改革创新经验和做法的基础上,提出政策建议,以期为我国农业研发投资政策的改革提供政策启示和路径借鉴。

To better portray the status quo and reform direction of agricultural R&D public investment in high-income countries,this paper analyzes and discusses the necessity, function, investment status and problems of agricultural R&D public expenditure in high-income countries, and analyzes and expounds the investment reform direction of agricultural R&D policies and systems in high-income countries. Finally, on the basis of summarizing the experience and practices of investment policy reform in agricultural R&D in high-income countries, relevant policy recommendations are put forward to provide references in terms of policy and development path for the reform of China’s agricultural R&D investment policy.
