智能管道建设中的监理管理方法研究与实践 被引量:5

摘要 为降低智能管道在运营过程中的事故发生率,有必要在智能管道建设过程中加强质量管控。以中俄东线天然气管道工程为例,介绍了智能管道建设过程中的施工质量控制措施,对现场监理管理思维难转变、基础数据采集繁多且可信度不可控、监理管理工具与智能管道系统接口困难、利用采集的数据进行QHSE管控难度大等智能管道建设监理工作难点进行了详细阐述。针对智能管道监理工作难点提出了强化智能管道知识培训、严格数据输入把关、深入开发监理管理平台、开展工况数据验收等有效应对措施。对于当前智能管道建设中的监理工作,提出了保证工况数据实时可读、开发监理平台数据分析功能、执行竣工资料电子化、重视作业人员信誉管理等建议。 In order to reduce the accident rate in the process of intelligent pipeline operation, it is necessary to strengthen quality control in the process of intelligent pipeline construction. Taking the east China-Russia natural gas pipeline project as an example, this paper introduces quality control measures in the process of the intelligent pipeline construction, and elaborates difficulties in the management of the intelligent pipeline construction and supervision, such as the difficult supervision management thinking shift from the past to the present, the huge various data acquisition with uncontrollable reliability, the difficult access to the interface between supervision management tools and intelligent pipeline system, and the difficult QHSE control using the data collected. To solve the difficulties, the effective countermeasures are brought forward, such as strengthening the training of intelligent pipeline knowledge, strictly controlling the data input, deeply developing the supervision and management platform, and carrying out the check and acceptance of working condition data. In addition, for the supervision work in the current intelligent pipeline construction, some suggestions are put forward, including ensuring the real-time readability of working condition data, developing the data analysis function of supervision platform, implementing the electronization of project completion information and paying attention to the personnel reputation.
