地区社会经济高质量发展的关键在于地方高等教育质量提升,特色社会主义经济发展和“创新驱动”战略推进尤其依赖地方性高校特色发展和创新性人才培养。文章从地方高校发展和人才培养的背景及现实困境出发,剖析制约地方性高校特色发展和高质量人才培养的原因,并重点从特色发展目标定位、实现路径选择维度为推动地方性高校健康、高效和高质量特色发展提出对应政策建议。

The key to the high-quality development of regional social economy lies in the improvement of the quality of local higher education, the development of characteristic socialist economy, the promotion of "innovation-driven" strategy especially depending on the development of local colleges and universities, and the cultivation of innovative talents. From the background and realistic predicament of the development of local colleges and universities and the training of talents, reasons that restrict the characteristic development of local colleges and universities and the cultivation of high-quality talents are explored. Moreover, corresponding policy suggestions are put forward to promote the sound, efficient and high-quality development of local colleges and universities in terms of the target positioning of the characteristic development and the realization of path selection.
