As the “Belt and Road” initiative is proposed and the outline of “China-Mongolia-Russia economic corridor” is confirmed, Sino-Russian relations have developed to an unprecedented historical level in recent years. The close relationship between the two countries in various fields objectively determines that the demand for Russian talents to build a bridge between the two sides is also rising. Heilongjiang Province, because of its unique geographical advantage, has always been a major province for Russian education, and has been undertaking the task of training Russian talents for the country. The outline of “China-Mongolia-Russia economic corridor” has detailedly planned the main cooperation intentions of the three countries in the future in seven major cooperation fields.
