镇江市古运河“一河一策”行动计划编制研究

Study on the plan of action of “one policy to one river” for Zhenjiang Ancient Canal

为增强河长制工作推进中的针对性和有效性,必须因地制宜地制定“一河一策”行动计划。本文通过调查镇江市古运河存在的突出问题,确定了治理、管理、保护的主要目标,提出了河道资源保护、水污染防治及水环境治理和防洪安全提升等方面重点任务和具体措施,明确了责任主体,为开展古运河保护和治理工作提供依据。

In order to enhance the pertinence and effectiveness in the promotion of the river chief system, the action plan of “one policy to one river” must be formulated according to local conditions. By investigating the outstanding problems existing in the Ancient Canal in Zhenjiang City, the main objectives of regulation, management and protection are determined, and the key tasks and specific measures in the aspects of river resource protection, water pollution prevention, water environment management and flood control safety improvement are put forward. The main responsibility bodies are defined, which provides the basis for the development of the Ancient Canal protection and management.
