Network Expression and Disposal Strategies of litigation-related letters and Visits from the Perspective of New Media

目前通过网络反映案件、表达诉求、宣泄情绪的现象越来越多,涉诉信访案件逐渐从"网下"迈向"网上",其性质也逐渐由单纯的"信""访"问题延伸为网络渲染和网络舆战。网络涉诉信访表达呈现表达理性和内容偏见的融合交织。文化习性、利益驱动以及网络福祉成为涉诉信访网络表达的外在驱动和内在诱因。借助社会合力,将网络舆情纳入法治化、规范化运行轨道,建好"防火墙",设好"预警器",用好"麦克风",并且从源头上注重程序的正当性及程序参与性,以实现涉诉信访化解与网络舆情应对的有效统一。

Nowadays, the phenomenon that people express their cases, appeals and emotions through the internet becomes more numerous. The litigation-related letters and visits are gradually moving from the offline to the online, and their nature is also gradually extended from simple letters and visits to network rendering and online lavatory warfare. The expression of online litigation-related letters and visits presents a mixture of rationality and content bias. Cultural habits, profit-driven and network welfare become the external drive and internal inducement of the network expression of litigation-related letters and visits. With the help of social efforts, the network public opinions should be incorporated into the legal and standardized operation rule by law, and firewalls should be built, warning devices should be set up and microphones should be used well.
