城市居民参与社区民主选举:何以可能与何以可为

Urban Residents’ Participation in Community Democratic Elections:Its Solution and Realization

中国城市社区居民民主选举是基层民主政治的重要环节,也是培育居民在社区内的主人翁意识、提振社区居民集体主义精神、改善社区风貌的有效形式。基于计划行为理论和结构方程模型的大样本定量研究表明,中国城市居民参与社区民主选举的可能促进因素包括居民选举效能感、居民人格倾向、社区社会资本、选举态度、外部控制以及选举意识。与此相应,可以通过增强社区居民自信、培育积极人格倾向、增强社区信任理解、改善居民选举态度、提供积极外部支持和普及民主选举知识,来促进居民参与社区民主选举。

The democratic election of urban community residents in China remains an important link of grassroots democratic politics,which is also an effective way to cultivate the sense of ownership of the residents in the community,to promote the spirit of collectivism of the community residents and to improve the feature and style of communities. Based on the theory of planned behavior and structural equation model,a large-scale quantitative study shows that the possible promoting factors of Chinese urban residents’ participation in community democratic elections include residents’ electoral efficacy,residents’ personality tendency,community social capital,electoral attitude,external control and electoral awareness. Accordingly,we can promote residents’ participation in community democratic elections by enhancing community residents ’ self-confidence,cultivating their positive personality tendency,enhancing community trust and understanding,improving their electoral attitudes,providing positive external support and popularizing democratic electoral knowledge.
