以风险管控为核心的铁路非运输企业合同管理探索与实践

在协调推进“四个全面”战略布局政策环境下,企业依法管理就是落实全面依法治国的具体体现。中国铁路总公司要求下属企业从依法治企和防范国有资产流失的高度,加强合同管理中的风险管控。结合铁路非运输企业合同管理实践,构建了以风险防控为核心的制度,提出了全方位、全过程做好预先防控的方法和措施,并通过数据分析实例论证该方法取得的实际效果。

Under the environment of coordinating and promoting the 'Four Comprehensives' strategic policies, the management of enterprises according to the law is the concrete embodiment of advancing the rule of law. China State Railway Group requires subordinate enterprises to strengthen risk management and control in contract management from the perspective of rule of law and preventing the loss of state-owned assets. Based on the contract management practice of non-transportation railway enterprises, this essay constructs a system with risk prevention and control as the core, and puts forward the methods and measures for pre-control in all directions and in the whole process, and demonstrates the actual results obtained by the method through data analysis.
