摘要
本文基于社会交换理论,结合典型案例,论证了政府和社会资本合作模式下医养结合项目的可行性,并分析其存在的问题,提出建立以法律为框架、以监管问责为保障的风险共担、利益共享的政府和社会资本合作的医养结合模式。
Based on the theory of social exchange,combined with typical cases,this paper demonstrated the feasibility of the government and social capital cooperation mode for the combination of medical caring and nursing,and analyzed its existing problems,and proposed to establish a government and social capital cooperation mode for the combination of medical caring and nursing guided by law,insured by supervision,and characterized as risks and benefits sharing.
