农地确权政策执行效果的偏差检验

Examination on Policy Implementation Effect of Confirming the Right to Agricultural Land

全面实施乡村振兴战略是党的“十九大”的重要决策部署,是新时期“三农”工作的总抓手。通过对8个省份320个农户进行调研,选取MRW模型检验农地流转规模与租金的关系,利用特殊赋值作差法对农地流转市场的流转地质量变化情况进行检测,并采用夏普里值分解法对文章的结论进行验证。分析可知:农地确权政策实施以来,农户所拥有的地块规模和农地交易质量均有所提高,这对于农地租金的提高产生了正显著影响,证明农地确权政策是提高农地规模经济并减少地块细碎化的有效方法。

Fully implementing the strategy of rural revitalization is an important decision-making arrangement of the Nineteenth National Congress of the Communist Party of China and the master of work of "agriculture,countryside and farmers" in the new period.This paper investigated 320 farmers in 8 provinces,selected MRW model to test the relationship between farmland transfer scale and rent,and used special assignment difference method to detect the quality change of farmland transfer market,and used Sharpley value decomposition method to verify the conclusions of this paper.Through the analysis,we find that since the implementation of confirming farmland rights policy,the scale of land owned by farmers and the quality of farmland transaction have improved,which has a positive and significant impact on the increase of farmland rent.At the same time,it proves that the policy of confirming farmland rights is an effective way to improve the scale economy of farmland and reduce land fragmentation.
