“一带一路”视角下合肥市深化“五外”联动发展研究

Research on the Deepening of "Five Opening Policies" Linkage Development in Hefei in the Perspective of the Belt and Road

在“一带一路”倡议的带动下,合肥市等内陆城市的经贸发展赢得了新的契机。基于“一带一路”视角,对合肥市外资、外贸、外经、外包、外智的发展现状进行了研究。研究发现,合肥市深化“五外”联动发展具有一定的优势,但同时也存在诸如外资利用质量和水平较低、对外贸易结构有待优化、外贸出口竞争力不强及服务外包发展竞争力弱等问题。因此,合肥市要从创新外资利用方式,提升外资利用水平;优化外贸结构,开拓外贸新市场,提高外贸竞争力;大力发展服务外包,增强服务外包竞争力等方面深化“五外”联动发展。

Driven by the Belt and road initiative,the economic and trade development of such inland cities as Hefei has won new opportunities.The development status of foreign capital,foreign trade,foreign economics,outsourcing and foreign wisdom in Hefei was studiedin the perspective of the Belt and road.The study found that Hefei has certain advantages in deepening the linkage development of "Five Opening Policies",but at the same time,there are some problems,such as the quality and level of foreign capital utilization are low;foreign trade structure needs to be optimized;foreign trade export competitiveness is not strong and weak competitiveness of service outsourcing development.Therefore,Hefei should deepen the linkage development by innovating the use of foreign capital,enhancing the utilization level of foreign capital,optimizing the structure of foreign trade;opening up new markets for foreign trade;enhancing the competitiveness of foreign trade;Vigorously developing service outsourcing and enhancing the competitiveness of service outsourcing.
