湖南长江经济带生态环境修复保护困境与对策研究

Research on the realistic dilemma and countermeasures of Hunan ecological restoration and environmental protection in the Yangtze River Economic Belt

保护和修复长江生态环境、推动长江经济带绿色发展是党中央作出的重大决策。湖南省生态环境现状总体保持稳定,但环境治理任务繁重复杂、环境污染风险敏感突出、农村环境保护基础相对薄弱、地方生态环境保护工作缺乏长效机制等现实困境却客观存在。文章提出:划定资源利用上线,妥善处理江河湖库关系;筑牢生态保护红线,实施生态保护与修复;坚守环境质量底线,加大污染治理力度;加强农村环境综合整治等对策,把生态优先、绿色发展的要求落实到产业升级、开放合作、乡村振兴等重点领域,通过加强改革创新、战略统筹、规划引导等措施,助推湖南高质量发展。

It is an important decision made by the CPC Central Committee to protect and repair the ecological environment of the Yangtze River and promote the green growth of the Yangtze River Economic Belt.The ecological environment of Hunan Province remains generally stable.But there are still difficulties,such as the heavy and complex environmental governance tasks,the prominent sensitively environmental pollution risks,the relatively weak foundation for rural environmental protection,and the shortage of long-effect mechanism for local environmental protection.The paper puts forward solutions including delimiting the upper limit of resource utilization,and properly handling the ecological relationship among rivers,lakes and reservoirs;Strengthening the limited line of ecological protection,and implementing ecological protection and restoration;Sticking to the bottom line of environmental quality and intensifying pollution control;Strengthening the comprehensive improvement of rural environment and other countermeasures,practicing the requirements of ecological priority,green development into industrial upgrading,open cooperation,rural revitalization and other key fields,and therefore promoting high-quality development in Hunan by strengthening reform and innovation,strategic planning and guidance measures.
