区域大气污染联防联控长效机制的探讨

Study on the long-term and effective mechanism of regional air pollution joint prevention and control

现阶段,区域大气污染联防联控已经成为我国大气环境管理工作的重要任务。构建长效的联防联控机制,对推动区域大气环境管理各项工作顺利开展有着积极的作用。在总结分析我国区域大气污染联防联控长效机制实施阻碍的基础上,从成立区域大气环境管理机构、落实大气污染生态补偿、强化法律法规执行以及扩大公众参与四个方面提出了完善我国区域大气污染联防联控长效机制的建议,为大气环境管理提供支持。

At present,regional air pollution joint prevention and control has become a key part in China 's atmospheric environmental management.The establishment of a long-term and effective mechanism of regional air pollution joint prevention and control is beneficial to the development of regional air environmental management.On the basis of summarizing and analyzing the implementation obstacles of the long-term and effective mechanism of regional air pollution joint prevention and control in China,the suggestions to improve the long-term and effective mechanism were proposed by establishing regional atmospheric environmental management agency,implementing ecological compensation for atmospheric pollution,strengthening enforcement of laws and regulations as well as expanding public participation.These would provide a support for atmospheric environmental management.
